Several of today’s state-owned enterprises (SOEs) were established in the 1960s and 1970s, and were nationalized in the 1980s; others were established directly as state-owned enterprises during the Communist era. USAID/LTERA is assisting the Afghan Government with the privatization of enterprises that are organized according to the Law on State-Owned Enterprises. USAID/LTERA has developed a cost-effective methodology for surveying and mapping property boundaries to support the registration of property rights. This methodology has been developed in close collaboration with the survey and geodesy department of Kabul Polytechnic University and the Afghan Geodesy and Cartography Head Office (AGCHO). Our land records management program is working closely with the Supreme Court and provincial courts, responsible for the legal recording of property rights in Afghanistan. In line with the new land policy approved by the Cabinet of Ministers in September 2007, we are implementing land tenure formalization projects in urban areas. These formalization projects aim to clarify land rights of informal settlers and to identify and propose criteria and protocols under which certain groups of informal settlers would become eligible for full ownership recognition.
